The team's research showed that people focused on Clinton's email scandals rather than policy issues throughout most of the campaign. In Trump's case, policy issues were not frequently discussed, but there was no one single issue that dominated his campaign narrative.

“Email-related scandals clearly dominated recalled words about Clinton. This is true for almost every week of the campaign,” said the authors.

“Because [what Americans recalled] was primarily about the emails, it didn’t leave, relatively speaking, very much room for the issues,” said Traugott.
