Who qualifies as a refugee according tointernational law? After the Second World War, debates over this questionplayed a key role in shaping the modern human rights regime. Focusing on thecase of Italian nationals repatriated from Italy's former colonies after fascism's defeat, Pamela Ballinger demonstrates how the international refugeeregime was constructed as much through the exclusions of large groups ofdisplaced persons from eligibility as through inclusions. In doing so, shechallenges histories that depict the "rise" of human rights as astory of ever-greater inclusion.
